Leveraging shadow networks for procedural justice

Increasingly, environmental sustainability-governance research investigates procedural justice, which is focused on fairness, discrimination, and inclusion in decision-making. To understand the (re)production of inequity injustice, we must examine who included excluded, what types knowledge information are incorporated, how more inclusive processes may (not) facilitate transformation governance. A growing empirical literature explores potential shadow networks to expand governance arenas. Shadow work inside outside dominant system, flows, create nodes expertize, identify gaps, engage social learning, explore alternatives status quo, yet some reinforce historic legacies injustice exacerbating exclusion centering particular actors or communities.
